What You Need to Know

LICENSES

  • Leisure license LK0 (LK = performance class)


The leisure license (LK 0) is suitable for all horse owners and leasure riders. You get the license without any riding stage (RA) and exams at an FLSE association. The leisure license is valid for 1 year and must be applied  each year, resp. be renewed. If you are not yet registered at the FLSE, please fill in the pdf form request on a first license and send it to the FLSE.

  • WBO competition license LK7 (WBO from german Wett Bewerbs Ordnung, a rulebook for small and beginners competitions)


The LK7 competition license is for all WBO riders who have not yet passed a riding stage RA, but want to compete in the class E, resp.  in youth rider classes or leading reins classes.

As well as for all western and distance riders, this license may be used. You get the license without RA (riding stage)  at an FLSE association. The WBO competition license is valid for 1 year and must be applied  each year, resp. renewed.   • The requirement for a license is membership of an FLSE-recognized club for which you are entitled to compete as a regular member. You can find the “Application for initial issue of a license” on our website www.flse.lu under FORMS and send it once to the club and once to the FLSE. At the same time, transfer the membership fee to the club and the license fee to the FLSE.

 

  • After receiving the application for the first license, you will receive the access data and password for the LOG IN in NEON by e-mail. All tournaments in Luxembourg and Germany must be entered via the FN-Nennung-Online-Verfahren (NEON) www.fn-neon.de see further explanations in TURNIERNENNUNG in Luxembourg and Germany. In the NEON profile you will also receive your annual tournament license certificate for the LK0 leisure license.

 

  • From 01.12. you can easily renew your license for the next year in NEON www.fn-neon.de under User profile via the menu item Annual tournament license. You can view the status of your application and further details at any time under this menu item. In order to renew your license, you must pay the membership card to your club and the license fee to the FLSE. The FLSE will activate your license after checking the data. All riders will receive their license certificate or annual show license certificate via FN-NeON.
  • During the extension of your JTL, you can change clubs. Membership is confirmed by the club administrator of the new club. See also the special provisions at www.flse.lu.

  • The presentation to the Medico is obligatory before every first issue of a competition license (riders with LK7 are not affected), unless the rider is younger than 7 years (the examination by the Medico is obligatory from the year in which the rider turns 7 years old).
  • Dressage riders, drivers and western riders must undergo a one-off presentation to the Medico (before a competition license is issued for the first time).
  • WBO competition license

All riders who have a competition license and reach the age of 7 – 12 – 15 – 20 – 30 – 40 – 45 – 50 must revalidate their Medico. Show jumping riders, eventers, endurance riders and vaulters must present themselves to the medico at regular intervals.

TOURNAMENT HORSES

  • All horses competing at national or international shows must be registered with the FLSE. New registrations and changes of ownership of a horse are processed at the FLSE office, please bring your ownership certificate, other proof or form. All forms can be found at: www.flse.lu FORMS. The horse registration is done via FN-NeON www.fn-neon.de and payment with name and life number to the FLSE.

    ! PLEASE NOTE: Will not be debited automatically via NEON.

  • You can change ownership at the FLSE by completing the “Change of ownership” form (www.flse.lu FORMS) and bringing your equine passport to the FLSE in person. The same applies to a change of name.
  • Not all ponies are the same at the various shows. Different sizes mean different classifications for ponies. A measurement certificate is required for the registration of competition ponies. For this, a measurement taken by a vet must be sent to the FLSE. A distinction is made between the following pony sizes: K ponies: up to 127 cm, M ponies: 128-137 cm, G ponies 138-148 cm (149 cm with shoes). Measurement certificates must be submitted up to the age of 7 years.
  • Please discuss the horse’s vaccinations with the vet before the first competition. Do not forget: Regular revaccinations must be carried out every 6 months. Horse passport checks are mandatory at every show.

GUEST LICENCES

  • If foreign riders, drivers and vaulters wish to take part in national competitions in Luxembourg, they require a guest license. They will receive this upon presentation of a written declaration of consent from the FN of the rider’s home country. There are 2 types of guest licenses. 1. the annual guest license (125€) and 2. the tournament guest license (25€). The annual guest license must be requested from the FLSE using the form and the show guest license must be requested from the show organizer at the closing date for entries for the event. This does not apply to show riders from Germany. Riders from Germany enter the show as usual with NEON.

  • If Luxembourg riders with a guest license wish to participate in national competitions abroad (with the exception of Germany: all competitions in Germany can be entered normally via NEON), they must obtain a start permit from the FLSE. The fees of 15€ will be charged. All you need to do is send an informal written request to the FLSE using the form www.flse.lu, stating the desired discipline and country. The national annual competition license and the horse update must be in order for the corresponding year. After you have received a start permit, you must apply for a guest license in the country concerned.

TOURNAMENT ENTRIES

  • All tournaments must be entered via the FN online entry system (NEON) www.fn-neon.de. This system enables tournament participants and administrators to create, record and monitor entries quickly, easily and paperlessly.

 

  • The show calendar provides quick information about current events. You can also create a personal horse list and enter the horses you want at tournaments. To be able to use these and other functions, you must be registered with the FLSE via a club registered in Luxembourg.

 

  • When the initial application for a license is issued, you will receive the password by email and can log in to NennungOnline and use all the functions. Help for NEON can be found under Downloads FLSE www.flse.lu.

 

  • Entries should be sent by the entry deadline. If this is not the case, the entry becomes a late entry. These will only be accepted with the consent of the organizer. The fees for starting place, participant and horse entries can be found in the LPO. In order to simplify a late entry on site at the registration office, we recommend taking proof of the annual show license / horse update from www.fn-neon.de with you. This proof can be found in your USER PROFILE under PROOF OF ANNUAL TOURNEY LICENSE / HORSE CONTINUATION
  • WBO tournaments with LK7 and LK6 participants must also be entered via www.nennung-online.de. However, participants may also enter non-registered horses. Late entries are also only possible for WBO tournaments with the consent of the organizer. No late entry fees will be charged. Horses at WBO competitions do not have to be registered as competition horses with the FLSE, but they must also have an equine passport with correct vaccinations.
  • Payment of the required entry fees and other fees is made automatically in the FN-NEON system by issuing a corresponding collection order. You must enter correct bank details in FN-NEON/Profile/Bank details/new before the first tournament entry.

PERFORMANCE CLASSES

Riding Stages

  • The new badge system offers every equestrian athlete a suitable course. Clubs and equestrian businesses can offer their members tailor-made courses. A completely new feature is that everyone can test their riding skills in smaller training steps. Anyone who has passed a badge is motivated and is guided in smaller steps towards higher requirements, i.e. the next level badge. Professional handling of horses and good riding – this is what the ten new riding badges stand for, which accompany your training path in equestrian sport.

 

  • The badges allow you to develop and document your skills in all age and performance classes.

 

  • Riding badges 10 to 6 can be repeated in any order and as often as desired. From riding badge 5 onwards, the order of the riding badges is compulsory. The basic pass or the riding badges 7 and 6 are admission requirements for taking the RA 5. There must be at least three months between the badges before the next badge can be taken so that the participant can prepare for the requirements. Before each riding badge test, every rider must take part in a preparatory course. The preparation course must be held by a course instructor recognized by the FLSE (see list). The preparation for the badge test does not have to be done in a single course. The participant can also complete the dressage, jumping and theory modules individually by means of course certificates with different course instructors.
  • WBO tournaments with LK7 and LK6 participants must also be entered via www.nennung-online.de. However, participants may also enter non-registered horses. Late entries are also only possible for WBO tournaments with the consent of the organizer. No late entry fees will be charged. Horses at WBO competitions do not have to be registered as competition horses with the FLSE, but they must also have an equine passport with correct vaccinations.

FEI

  • To participate in international competitions, the competition horse requires an international horse passport issued by the International Equestrian Federation (FEI). Exceptions are regulated in the respective competition announcement. FEI registrations only take place if the national annual show license has been renewed and the national horse update has taken place correctly for the current year.
  • The Fei passport is also valid at national shows. The national equine passport can easily be converted into an international FEI passport. The basic requirement for this is the correct drawing of the horse in the passport and that the horse is microchipped.

 

  • Before you want to start at an international show, please remember to visit the FLSE in good time. Here the national equine passports are converted into an FEI passport as quickly as possible. FEI passports are valid for 4 years and can be renewed at any time at the relevant federation.
  • In addition to the FEI passport, rider and horse also require an FEI registration. With this registration, the FEI regulations are recognized. The registration must be renewed annually. To check whether your registration has taken place for the current year, you can use the following link: search.fei.org .

 

  • Rider: Go to PERSON and enter either your FEI number or your surname.

 

  • Horse: Go to HORSE and enter either the FEI passport number or the horse’s name.

 

  • If there is a green tick to the left of the name, the registration is ok.

 

  • However, if the orange exclamation mark appears, NO registration has been made for the current year.
  • In order to start at an international tournament, you must first register with the FLSE using the “Entry form for FEI tournaments” (can be found under FORMS at www.flse.lu). The starting authorization for the requested tournament is then obtained from the responsible commission and the responsible national trainer. Once this has been granted, the FLSE registers the riders and horses at the requested competitions.

 

  • By submitting the entry form, the rider accepts the conditions required in the announcement and undertakes to pay the entry and stable fees, even in the event of a justified cancellation, if the organizer so requires.
  • Each rider is responsible for the timely completion of transportation formalities.

 

  • The current veterinary and medication regulations can be found at www.feicleansport.org and www.nada-bonn.de.

 

  • Should a named rider not be able to start, a cancellation must be made immediately. A veterinary/medical certificate may be requested from the organizer in the event of last-minute cancellations. The FEI will impose drastic sanctions on participants who do not cancel.

 

  • All riders are responsible for making their own hotel reservations.
